The first contacts military personnel and families make at a new duty station set the tone for the tour that follows. The Fort Myer Military Communityrecognizes this and seeks to smooth the transition in numerous ways.

Newcomers Briefings
The Fort Myer Military Community Installation Level In-Processing Program – also known as ‘‘Start Right” – is held each Thursday from 8 a.m. to 4 p.m., usually in Fort Myer’s Building 230, Room 117. To save time and frustration, personnel new to the Fort Myer Military Community -- including military personnel, family members and Department of Defense civilians -- attend this program that brings together in-processingservices such as personnel and finance. The program ends with a bus tour of FMMC and Washington.

Attendance at ‘‘Start Right” is not mandatory for general officers, colonels in command and equivalent command sergeants major per local commandpolicy. Colonels not in command and below are required to attend ‘‘Start Right.” Newly assigned Soldiers attend ‘‘Start Right” on the first Thursday after their arrival.

Soldiers are required to turn inmilitary personnel records, medical and dental records, Permanent Change of Station (PCS) orders and DA Form 31 (leave form). Proper uniform is BDU, ACU or Class B uniform duringin-processing.

Newcomers Orientationfor Civilians
A ‘‘Newcomers Orientation” specifically for civilian employees is held at Fort Myer the second Wednesday of each month from 8 a.m. to 3 p.m. This one day class introduces new civilian employees to the Fort Myer Military Community, providing information about the mission and functions of FMMC, current policies and procedures, introducing key support staff andoutlining programs and available resources. Both appropriated andnon-appropriated employees arewelcome. The afternoon concludes with a windshield tour of both Fort Myer and Fort McNair conducted by Historien Kim Holien. Fort MyerTemporary Lodging
Fort Myer’s temporary lodging is in Building 50 – Wainwright Hall. Of course, they are open 24 hours, seven days a week. On Post Housing
Limited on-post housing for military families is available on Forts Myer and McNair.

Barracks
Single Soldiers, staff sergeant(E-6) and above are not required to live in the barracks and are not required to obtain approval to live off-post. Single personnel in the rank of E5 and below are required to live in the barracks. Single personnel who are unable to be housed or who request to live off post, must obtain an exception to policy approved and signed by the garrison commander through the chain ofcommand. Once approved, theHousing Management Office will issue a certificate of non-availability tostart BAH. The service member is responsible for submitting paperwork to finance⁄PAC for processing. FMMC is a part of the Departmentof Defense Automated HousingReferral Network -- www.ahrn.com,a Web-based service that allowsrelocating military families to findavailable housing (rental or purchase)in their new location before they move. An integral part of the military’spermanent change of station process, AHRN facilitates home finding at any time of day from anywhere in theworld -- 24⁄7.

Off-Post Housing
Off-Post Housing is also available through the Rental Partnership Program, also known as ‘‘Set Aside” program. Under this program, apartments are available at reduced rent with no security deposits, no credit check, no application fee and no minimum income requirement. The Soldier agrees to pay the rent through payroll allotment and signs a one-year lease. Household GoodsTransit
The Joint Personal Property Shipping Office — Washington Area, is one of nine JPPSOs serving Department of Defense. It is the only jointly staffed organization assigned to MDW.

Located in Building 1466, Gunston Road, Fort Belvoir, the office mission is to provide consolidated traffic-management services for shipment, receipt and storage of personal property for servicemembers and DoD civilians moving into, within and out of the District of Columbia, eight independent cities and 24 counties in Virginia, nine counties in West Virginia and three counties in Maryland.

JPPSOWA’s hours of operation are 8 a.m. to 4:30 p.m. Monday through Friday. The office can be contacted at (703) 806-4900; however, the Automated Voice Response Unit can be reached 24 hours a day at (703) 806-4900, to check on inbound, outbound and non-temporary storage shipments. The office also uses beepers to alert personnel of shipment arrivals and a Web page through which much of the interaction with JPPSOWA can be completed.

Personnel Records
Soldiers processing in to the Fort Myer Military Community, come in through the newcomers or Start Right program. Should personnel assistance be required while they are assigned here, administrative matters can be handled through the various personnel assistance centers. Call (703) 696-3520 for more information.

Identification Cards
ID cards for military personnel, family members and civilian employees can be obtained at one of the ID card sections within the National Capital Region. The ID card sections also handle DEERS enrollment for family members.

Soldiers should get DA Form 428 from their administration sections,complete them and have them signed by their commanding officers, first sergeants or administrative officers. Civilian employees need to obtain DA Form 428 from their servicing civilian personnel advisory centers.

Family members need to obtain DD Form 1172 from the ID card office, have it signed by the sponsor and notarized or signed by a verifying office. Family members should also have proof ofrelationship, such as their birth ormarriage records.

At Fort Myer go to Building 202, 106 Custer Road, Room B18, Monday through Friday, 8 a.m. to 3:30 p.m., and Saturday 9 a.m. to noon. Call them at (703) 696-3030.

Civilian PersonnelAdvisory Center
The Civilian Personnel Advisory Center maintains information on civilian job opportunities, including spouse-employment preference. CPAC officials also advise employees about job vacancies, requirements and examinations and provide information on training opportunities, awards,performance management, position descriptions, leave, salary, benefits and related topics. CPAC is in Fort Myer’s Building 205, Room 139. For general information and benefits questions call (703) 696-3134.

Vehicle and Weapons Registration
Privately owned vehicles operated on FMMC installations must be registered with the provostmarshal within 72 hours after arrival. Bring your state vehicle registration card, driver’s license, proof of insurance and ID card to one of the vehicleregistration offices.

On Fort Myer go to Building 415 registration desk in the Provost Marshal Office weekdays except Tuesday 8:30 a.m. to 4:30 p.m. Telephone (703) 696-8968 for further information.

The Fort McNair vehicle registration office is in the MP station in the basement of Building 32. The office is open Monday through Friday, 8:30 a.m. to 4:30 p.m. Telephone (202) 685-3139 for furtherinformation.

Successful completion of a Motorcycle Safety Foundation Course is required to register amotorcycle. Evidence of course completion from other areas will be accepted. Training is conducted at Fort Myer April through September. Telephone the Fort Myer Installation Safety Office at (703) 696-6996 for more information.

FMMC installations require registration ofprivately owned weapons within 72 hours ofbringing them onto the installation. For information on weapon registration in FMMC, call (703) 696-3525.

Chenega Security Guards
The guards at Forts Myer and McNair and Henderson Hall gates are members of a contract security force prepared to assist the Fort Myer Military Community in the Global War on Terrorism.

This joint Department of the Army and Installation Management Command initiative is being implemented at installations and bases all over the world.

The contract security guard force was hired to relieve reserve component Soldiers - both Army National Guard and U.S. Army Reserve - whoaugmented the FMMC Military Police force for more than two years after Sept. 11, 2001.

Here at FMMC we have a contract with Chenega Security to provide contract security guards. Chenega is out of Alaska, and the contract is a Small and Disadvantaged Business set aside (Native American), but employees - about 90 personnel - are all local hires.

To qualify for these duties, the Chenega Security personnel spent 30 days in a rigorous trainingprogram, one week of which was similar to the MP weapons training course.

Military Pay
The Defense Military Pay Office at Fort Myerprovides assistance and information on military and travel pay. All Soldiers in FMMC are served in Building 202, Fort Myer. Regular hours are Monday, Tuesday, Thursday and Friday — open from 8 a.m. to 3 p.m. (closed from noon to 1 p.m. for lunch); Wednesday — closed for staff training. Permanent-party Soldiers arriving in FMMC process throughmilitary pay through the Start Right process.Staff members can answer questions about military pay and allowances and travel.
