The Joint Warfare Analysis Center (JWAC) provides combatant commands, Joint Staff, and other customers with precise technical solutions in order to carry out the national security and military strategies of the United States. JWAC maintains and enhances its ability to conduct comprehensive technical analysis.

Overview:
Established in 1994, the Joint Warfare Analysis Center (JWAC) is a joint subordinate command under Joint Forces Command (JFCOM) in Norfolk.


JWAC is a premier science and engineering institution that contributes to our nation's security by recommending strategic and revolutionary engagement options using social and physical science techniques. These recommendations are based on analytical techniques that were first conceived, developed, and operationally introduced by the personnel of a program office at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) that responded to the Office of Secretary of Defense's call for support during the Iranian hostage rescue efforts in 1981.

Over the subsequent quarter of a century, JWAC has evolved from a small program office into a joint command of more than 500 personnel. As it grew, it became part of the Joint Chiefs of Staff in 1994 and then was spun off as an independent joint command subordinate to JFCOM (formerly Atlantic Command) in 1998.

Through hard work, innovation and service to the warfighter, JWAC has been recognized with many prestigious awards including the Joint Meritorious Unit Award (two times) and twice awarded the Defense Modeling and Simulation Office's award for Outstanding Achievement in Modeling and Simulation Analysis. In 2007, JWAC was awarded for the second consecutive year the Partnership in Excellence Award by Human Resources Service Center, Northwest (HRSC, NW). This award recognized the open and productive communication, cooperation beyond comparison and the utmost in mutual respect between JWAC staff and HRSC, NW staff members. And, for the second consecutive year, JWAC was awarded the Department of Navy's Nathaniel Stinson EEO Program Achievement Award for a Small Component. This award honors outstanding commands and activities that have distinguished themselves and made notable contributions in the areas of Affirmative Employment, Human Rights, Equal Opportunity and Human Resources both inside and outside the Command.

Among the many noteworthy achievements for 2006, JWAC was selected to be one of the first (Spiral 1.1) activities to transition to the National Security Personnel System (NSPS). This new performance management system seeks to create a more flexible and productive workforce by linking pay with performance. NSPS was implemented at JWAC in April 2006. Because of the flexibility that NSPS allows, JWAC is leading transformational changes by driving the entire Command into a new business model. The efficiencies that should be achieved in moving out of the bureaucratic stovepipes of the traditional military structure into a three-department, cross-functional, matrix-based organization are limitless. Command leadership flattened the organization, greatly helping direction and execution, financial and human resource management, and ultimately improving our customer response time while taking care of our people - our strength.

On a more local level, JWAC formed a partnership and ‘‘adopted” the Dahlgren School in 2006. This fulfilled one of Robert A. Tolhurst's, JWAC's Executive Director, goals to give back to the community while at the same time preparing students to continue their education in engineering and science. In this partnership, JWAC employees mentor and tutor students to help them achieve academic success and to consider a future career in federal service. The students have participated in several special events at the command, including the Dedication Ceremony of the F⁄A-18 on display in front of the JWAC facility and the African American⁄Black History Month Observance in February 2007.

JWAC aligns its objectives with the Department of Navy and is doing everything in its power to recruit and maintain a diverse workforce - different majors, different experience levels, different schools and different backgrounds. This diversity gives the command greater ability to apply great ideas holistically from one field to others. In 2006, JWAC's Recruiting Advisory Board recruited for the first time at two major universities for hearing impaired students and two historically Black colleges and universities. This and other similar hiring efforts diversify our workforce and enable our command to meet future mission requirements.

We expect each employee to internalize the Command's three guiding principles, 1) Remember our mission; 2) Take care of your people; and 3) Team ball means gang tackling; and our motto, ‘‘BE BOLD.” By so doing, we will continue to provide the best service to our customers - the warfighter.
